The reason why Donbas is non-negotiable is because they had a referendum that voted to separate from Ukraine and join Russia. That "town belt" he referred to was shelled for months by Ukranians to subdued the population. And the population wants them back. If Ukranian wanted that population it would have followed the Minsk agreements and not have imposed a blockade.
