Quick tip: When you finally get the right trade from a librarian, you don't actually need to buy the book to lock in the trade. Instead, you can trade 24 paper for an emerald trade or 9 emeralds for a bookshelf trade (depending on which slot is taken by the enchanted book trade), and in my experience, it locks in the trade for a lot less.
