I think if you found a pet store that somehow has a database of all the pets with videos and images it would make you be more motivated to work on it because your actually making a difference.

Put ads, paid version (somehow) and monitize this! This needs to be an official project that would be used worldwide. Without money it doesn't seem feasible nor smart to make it for free because at some point it will hurt your wallet to run this project and will stay in an fun project era but the idea is so good that you can go for a small company for this!

For the mobile app, you could just make a PWA; Apple support is starting to (finally) catch up with Android (when they don't sabotage their stuff) and you don't have to go through the app stores

I'm not defending the amount of the Apple developer account, but having a cost does make sense as the companies will incur server and infrastructure costs hosting and distributing your app. That being said, Apple's cost for the developer account and then ongoing cut of sales is WAY too high
