Fanatical if I recall correct also don't sell any stolen keys. They're an approved Steam key seller.

I can't speak for the other sites but from memory, G2A is a bit of a shady site - it may have been fixed in recent years, but I believe the case was that many of the keys being sold on the site were the product of credit card theft (as well as other finance sources like PayPal and similar), where the criminal would use the stolen funds to buy game keys, then sell them on G2A. While this was bad on its own, it also meant you ran (or run if it's still going on) the risk of having the game key invalidated at a later time due to being the product of crime.

Fanatical is great if you just want random new games to try. I bought the 25 pack, 10 were trash. But the other 15 are decently fun to great. The one game was bomber swuad, I could see myself putting good hours into the game

If you weren't guaranteed a key for a game, it would be considered gambling. Yes, indirectly, it is gambling because you don't know which game you're getting. The problem with random keys is... you get duplicates. You'll probably rarely, if ever, get the top AAA games, but rather some old games that are under $10 on Steam and probably under $5 from the reseller. If you have an account on such a website, the total value of the individual random keys will probably be added together, and if the value is correct, you'll get the unique AAA title game that you probably should have bought directly and for less.
